Government Reform Coalition Submits Measures to Call California Constitutional Convention
October 28, 2009 02:15 PM Eastern Daylight Time
Would Be the First Convention in More Than 130 Years
SACRAMENTO, Calif.--(BUSINESS WIRE)--Today, Repair California, a group of everyday Californians, reformers and advocacy groups, turned in ballot language to call the first Constitutional Convention in California in more than 130 years. Citing a broken system of governance, the measures would call a limited Constitutional Convention to reform four areas of the constitution: the budget process; the election and initiative process; restoring the balance of power between the state and local governments; and, creating new systems to improve government effectiveness. The Convention is specifically prohibited from proposing tax increases or from considering changes to social issues such as marriage, abortion, gambling, affirmative action, freedom of the press, freedom of religion, immigration, or the death penalty. Voters will decide on calling the Convention on the November 2010 ballot, the Convention would be held in 2011 and its proposed reforms would require voter approval in one of the three scheduled statewide elections in 2012.
“Californians deserve a better system of governance, and this one is a failure,” said Jim Wunderman, the President and CEO of the Bay Area Council and a member of Repair California. “California has become the laughing stock of the country, but the damage our state government is causing to our education system, prisons, water, budgeting, local governments and economy isn’t funny, it’s tragic. There has to be a better way, and as we look at 49 other states we realize that there can be a better way. Since the legislature is unable to act and our initiative system has been hijacked, the only way to reform our state is through a Constitutional Convention.”
The two measures would call a limited convention to consider changes only to the state’s governance system. In a first-of-its-kind approach, the proposed Convention would gather 240 everyday Californians – three per Assembly District – four delegates from federally recognized Indian tribes, and approximately 221 delegates appointed by local government leaders from cities, counties and school districts to consider reforms.
“We don’t fear the people, we celebrate them with this Convention,” said Antonio Gonzalez, President of the William C. Velasquez Institute. “We believe the people of California should be involved in any effort to improve the Golden State, especially determining our foundational values and system of governance. This Convention is set up to mix the values of everyday Californians with experts appointed by local government leaders to produce reforms our state needs and voters will approve.”
Bob Stern, President of the Center for Governmental Studies, noted, “Almost 100 years after Hiram Johnson, California’s ‘reform governor,’ and the ‘Progressives’ made sweeping changes to our state’s Constitution, California now has an opportunity to modernize it for the 21st Century. Although many important reform measures may be on the ballot, the proposals for a Constitutional Convention may be the most significant. If passed, they will make 2010 the ‘year of reform.’”
In a poll of 1000 registered California voters, conducted by EMC Research, with a margin of error of 3.1 percent, Californians appear ready to approve the two measures to call the Convention. After explaining basic details of the proposal, such as who could serve as delegates and what issues would or would not be considered, more than two-thirds of Californians (69 percent) would vote yes on “Proposition 1,” which would allow the voters of California to directly call a Convention. A similar supermajority of 71 percent would vote yes on “Proposition 2,” which would immediately call a limited Constitutional Convention to propose reforms to the state’s governance structure. Both measures only require a simple majority of 50 percent of voters to win on Election Day.
The measures are supported by 70 percent of registered Republicans, 71 percent of Democrats and 74 percent of decline to state voters. In age groups, support is highest among young 18-34 year-old voters with 73 percent reporting they would vote yes, but 71 percent of those 55 years-old or higher would also approve the measures. Turnout is often considered a key political factor for ballot measures, but the Constitutional Convention measures are strong with low propensity voters (71 percent) and with high propensity voters (70 percent). Support for the Constitutional Convention is particularly high with Latino voters (80 percent). The poll was conducted September 8-13, 2009.
“Our current California Constitution doesn’t just enshrine a broken governance system, its foundation was constructed with some shameful building blocks,” said James Fang, President of Asian Week Newspaper and Vice President of BART. “It included provisions that ‘No native of China’ would ever have the right to vote, and prohibited public bodies from employing Chinese. That past needs to be firmly behind us and I am very pleased that this Convention is set up to celebrate and embrace California’s diversity.”
To draft the ballot measures, and ensure they reflected the sentiments of the state, Repair California held a series of Town Halls often attended by hundreds of people at sites in Los Angeles, San Diego, Alameda, San Francisco, Irvine, Santa Monica, Fresno, the Sierra Nevadas, Silicon Valley and Orange County. The movement also heard from thousands of others through Web 2.0 technologies. Finally, Repair California consulted with experts, historians and lawyers, and other experienced leaders who often offered their assistance pro bono.
“While perfect is not possible in any endeavor, we are very proud with what we have come up with,” said Wunderman. “Now it is time to let the people speak.”

(October 22, 2009) Washington, D.C. – Last week, Senators David Vitter (R-LA) and Bob Bennett (R-UT) introduced an amendment to the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2010 (HR 2847) which would require that the 2010 Census include a question about the immigration or citizenship status of census participants.

Gutierrez Outlines Core Principles for a New
Comprehensive Immigration Reform Bill
(Washington DC) At a rally today on the west lawn of the United States Capitol, U.S. Congressman Luis V. Gutierrez (D-IL) addressed a crowd of thousands who demanded change to our nation's broken immigration system. Rep. Gutierrez' address responded to a recent call from the immigration advocacy community to introduce comprehensive immigration reform in the House of Representatives.
Rep. Gutierrez has been actively talking to advocacy and civil rights groups, faith-based groups, labor groups and his colleagues on the Hill to identify the most essential components of such a comprehensive bill. Today he outlined some of those core principles.
In a statement, Rep. Gutierrez said:
"We simply cannot wait any longer for a bill that keeps our families together, protects our workers and allows a pathway to legalization for those who have earned it.=2 0It is time we had a workable plan making its way through Congress that recognizes the vast contributions of immigrants to this country and that honors the American Dream. Pathway to Legalization for Undocumented Workers:
"Immigration reform will not work unless it takes a practical approach to dealing with the 12 million undocumented immigrants living, working, and raising families in the United States. We need a bill that says if you come here to hurt our communities, we will not support you. But if you are here to work hardif you are here to make a better life for your familyyou will have the opportunity to earn your citizenship."
"Our immigrants are hardworking, and they are up to the challenge. Give them the opportunity to earn their citizenship, and they will go through the background checks; they will pay their fair share of taxes; and they will learn English. It’s not an easy process, but it is a f air process."
Professional and effective border enforcement:
"We need professional and effective border enforcement. That means 21st century enforcement strategies that both make our nation’s physical and economic security stronger and stay true to our nation’s values. We need to require the federal government to make a real, working partnership with border communities and other stakeholders when designing and executing border enforcement policies."
Smart and humane interior enforcement:
"Inside the country, my plan will promote fair immigration proceedings, humane treatment of immigration detainees and policies that respect the tenets of community policing."
Protecting workers:
"Immigration reform will not work without a strong commitment to America’s labor force. Without it, too many employers will continue to pervert the system. We must expand the labor rights of workers and punish those dishonest employers who continue to exploit immigrants in order to undermine their honest competitors."
Verification systems:
"We must fix the current employment eligibility verification system, not only to protect Americans who are denied the right to work because of errors in the government’s databases, but also to prevent employers who would exploit the system and undermine workers’ rights. A vastly improved system is fundamental to reducing illegal immigration."
Family unity as a cornerstone of our immigration system:
"Family is the bedrock of our society, and immigration reform must support strong, united families and treat all immigrant families fairly and equally. Right now, our broken immigration system keeps too many American families apart for years and even decades, when they have done everything legally. We need a system predicated on family values by developing laws that better value families -- a system that keeps families strong and, most importantly, keeps husbands and wives, parents and children together."
Future flows of workers:
"Our country attracts the best and brightest and the hardest workers from around the globe. That is a source of strength. But our current employment-based immigration laws are often at odds with the needs of our labor market and our economy. Many of our guest worker programs are badly broken, and they undermine workers’ rights. At the same time, our visa quotas are determined by politics, not by labor and economic need. My plan will create an employment-based visa system that is fair to workers and employers. It will ensure full labor rights for all workers, and it will create a commission to align visa numbers with actual labor market demands and economic needs, not political winds."

I am helping organize a series of candidate training programs throughout California to educate women on the specifics of managing and running a successful political campaign. Our goal is to counter the continuing loss of women legislators in Sacramento due to term limits by supporting, preparing, and mentoring candidates in their quest for elected office.

(September 24, 2009) Washington, D.C. – Congresswoman Lucille Roybal-Allard (CA-34) meets with representatives of the Salvadoran-American Leadership Summit, including Los Angeles members, to discuss their shared concerns about the need for comprehensive immigration reform.
The delegation included the executive director of El Rescate, a non-profit organization located in the Pico Union area of the 34th District which serves immigrant families. Founded in 1981, El Rescate (translated “The Rescue” in English) was the first organization founded in the United States to provide free legal and social services to refugees fleeing the war in El Salvador during the 1980s. Today, in addition to providing these and other critical services to immigrant families, the organization promotes the broader goal of economic empowerment through the creation of credit unions to help immigrant families achieve financial stability in this country.
Nearly 100 members of leading organizations of Salvadoran-Americans traveled to our nation’s capital to participate in the National Salvadoran-American Advocacy Day for Comprehensive Immigration Reform 2009.

Greetings.....
Pico Union Neighborhood Council is shifting the focus towards the youth in our community. We are starting a partnership with City Year Corps, a group that engages youth in a variety of community service and leadership programs within our community and beyond.
Other exciting news includes a townhall meeting with Councilmember Ed Reyes at our next general board meeting on Monday October 5, 2009, 6:30pm at the Kolping House. This will be an excellent opportunity for stakeholders to interact with the Councilmember on issues that are pertinent to our community. This past meeting we had the honor of hosting a presentation by the new Olympic Division Neighborhood Prosecutor, Ms. Minah Park, and there were important public safety issues brought to her attention.
PUNC has partnered with the St. Vincent Medical Center in their free community health fair on Sat Sept 26 from 9am to 3pm. Additional details available on our website. Lastly, the LAPD Citizen's Academy will be hosted by PUNC, a 10 week program that provides an in-depth look at the policing process, a unique opportunity that has not been easily accessible especially to people in our area. Applications for the Citizen's Academy will be available on our website soon.

As Congress's debate over health-care legislation lumbers toward a defining test for the Obama presidency, partisans on both sides of another issue -- immigration -- escalated their own proxy war this week, concluding that the fates of the two issues have become politically linked.
Trying to beat back a furor over whether President Obama's centerpiece initiative would subsidize health care for illegal immigrants, liberal supporters of an immigration overhaul on Monday called a main proponent of that claim a "hate group," citing its founder's ties to white supremacists and interest in racist ideas, such as eugenics.
The counterattack comes as opponents of illegal immigration plan a Capitol Hill lobbying push, starting when 47 conservative radio hosts hold a "town hall of the airwaves" in Washington on Tuesday and Wednesday to highlight the costs of illegal immigration.

Dear Students, Educators, NHEC members, and Community leaders:
For those who may not have seen our earlier emails, the National
Hispanic Environmental Council (NHEC) is still accepting applications from students to participate in our upcoming 8th Annual, national, "Minority Youth Environmental Training Institute", to be held September 19--26, 2009, in Glorieta, New Mexico, located in beautiful northern NM.
Like our NYC, DC, and CA regional Institutes, the national Institute in New Mexico is an intensive, residential, multi-day, science-based environmental education and environmental career awareness program for talented teens, aged 16-19, selected competitively from all across the U.S. This Institute is 8 days long. Through a full scholarship NHEC will COVER ALL COSTS for accepted students, including round-trip airfare, housing, meals, books, equipment, etc.
Since this is the national Institute, note that the age range now extends to 19 years old and students from all 50 states and Puerto Rico are eligible to apply.
The NM Institute is being funded by a number of federal and non-federal funders, including environmental agencies like the U.S. Dept. of energy, the Nuclear Regulatory Commission, Natural Resources Conservation Service, and the National Park Service. As in past Institutes, we will be utilizing several national parks and other public lands in northern NM as learning sites. Students will be housed at the Glorieta Conference Center and closely supervised by NHEC instructors and staff.
Like the regionals held during the summer, the NM Institute is designed to teach students about key environmental, energy, and natural resource topics It will also teach students about the wide range of Careers in the environmental, energy, and natural resources arena, as well as give
information about universities and college majors open in these fields.
In addition to our Instructors, NHEC also has an overlay of "role models" --working minority professionals from every environmental field -- who each year participate in the Institute as volunteers. Several are present every day to inspire the students, help teach the curriculum, and share their environmental expertise, cultural heritage, and technical knowledge.
The attached pdf files contain all materials necessary for students to apply to the Institute. Please read the "Fact Sheet" first, as it has key information about the program. Interested students should apply as soon as possible as the Institute is fast approaching.
Just so know, the NM Institute is normally held in August. However, this year there were some delays in receiving the funds from our federal sponsors. The result was that we had to shift the Institute into September. But we are moving ahead and will have another great Institute.
We also ask that you forward this (information) on to those you think might be interested in this highly educational program, including qualified students, fellow educators, high schools, colleges, youth organizations, and more.

On Thursday, an astounding 280,000 Organizing
for America supporters gathered online to huddle with the President at our
National Health Care Forum. With Congress about to return to Washington to make
historic decisions on health insurance reform, the President chose this
critical moment to speak directly to the OFA community. He reminded us of how
far we've come and what we can accomplish together:
Remember one thing: Nothing is more powerful than
millions of voices calling for change. That's how we won this election. You
know this, and that's why since OFA launched its health reform campaign in June
you've hosted 11,000 events in more than 2,500 towns in every single state and
every single congressional district...I am absolutely confident that we can get
this done, but I want everybody to remember, this has never been easy....We are
not going to give up now. We are going to get this done.
Now it's up to us to take the
next step. This week, we need to make sure every member of Congress heads back
to Washington hearing overwhelming support for change. Lies and fear must not
have the last word about the health reform America so desperately needs. So
here's what you can do: Find and attend a "Let's Get It Done: Health Insurance
Reform Now" event near you.
There are thousands of events, in every part of the country. In some places,
we're rallying near local congressional offices to deliver signatures of
support from voters. In others we're meeting in high-traffic areas to offer
passers-by an easy way to get the facts and call Congress, thanking those
fighting for reform and urging others to stand with their constituents.
Wherever you live, you can find a powerful way to show Congress, the media, and
our neighbors that the American people have one clear message about health
reform: Let's get it done.

Thursday, the President made the stakes of reform crystal
clear. He talked about how, with health care costs rising three times faster
than wages, the cost of inaction is simply too high.
He explained how reform will guarantee competition and choice. He described the
Insurance Guarantees that will protect every American from discrimination
against pre-existing conditions, exorbitant charges, and arbitrary denials or
reductions in coverage just when we need it most.
And he made plain his stance on the public option: "So let me just be clear: I continue to support a public option, I think it
is important, and I think it will help drive down costs and give consumers
choices."
But even the best plan only matters if it passes, and that's where we all have
a critical role to play. As the President said:
And that's why what all of you do is so important,
because people trust you -- your neighbors, your friends, fellow community
members -- they trust you. They know you. And if you are presenting the facts
clearly and fairly, I'm absolutely confident that we're going to win this
debate. But we're going to have a lot of work to do and I'm grateful that
you're willing to do it. Let's go get 'em.

This is a second reminder forThe Los Angeles
Democratic Party will be hosting a booth at the
annual Los Angeles County Fair beginning from September
5 through October 4, 2009.
The response has been very
slow. We need you!
Please rally
your volunteers and adopt a day at the fair. When responding, please
include your top two to three date choices. Two volunteers are needed for
every shift.
I wanted to
thank all the Clubs that stepped up so far. We have the 10th, 18th, and 26th covered
all day nad other individual
shifts.
As always, we heavily rely on our organized volunteers who make events
such as the Fair a success.
The weekly operating hours are from Wednesday through Sunday 11:00 a.m. to
10:00p.m.. (the shift
begins at 12:00, early arrival is recommended, around 11:00/11:30).
The booth will be open on Labor Day Monday Sept.
7th.
Volunteers are needed for 3 to 4 hour shifts. Some of the functions at
the booth include the following:
1) greet people;
2) inform them about Democratic beliefs and values;
3) register them as democrats;
4) pass literature and
5) organize the booth
Volunteers receive free entry into the Fair. However, you will need to
pay for your own parking.
The completed schedule and any additional information about the Fair will be
shared with everyone in August.
In addition, we are supporting the Troops at the Fair. We will be
creating a display wall of pictures of servicewomen and men. We are
looking for (5x7) Photos with info.
Please encourage your community to participate!

no-brainer. It would ensure that we have safe sidewalks and bike lanes,
pedestrian crossings, and safe places to wait for public transportation. It
would help revitalize business districts, keep kids safe on their way to
school, and allow seniors and Americans20with disabilities to move around town
with freedom and flexibility. And doing it right the first time is
significantly cheaper than having to retrofit streets once they’ve been
constructed.
Local governments are already leading the way. More than 80
state and local governments have passed ordinances mandating that new road
construction provide a full menu of transportation options to meet the needs of
everyone using the road. Now we need Congress to take the next step for all
Americans—to make cities and towns safer and make it easier for people to leave
their cars at home.
